I believe that having children is a right, but parenting is a privilege.
Having children is a human right. It’s not justifiable to deter someone from having a child if that’s what they desire. Therefore, anyone can have a child, but that parent doesn’t have the right to keep the child. Parents have responsibilities and a myriad of commitments. If that person makes it impart that they aren’t properly taking care of their child or prove to be an unsuitable parent, the government and law can get involved. Most governments hold parents liable to ensure the welfare and safety of a child. Therefore, when parents infringe on their responsibilities, they can remove parental privileges to preserve the vitality and rights of the child. These restricted parental prerogatives make it feasible for the foster care system to exist.
